Subject: | Off-Highway Motorcycle Registration |
I intend to introduce legislation to provide for the registration of Off-Highway Motorcycles (OHMs), similar to both a proposal I sponsored as a member of the House of Representatives and this session’s House Bill 478. Owners of OHMs would have the option to register their bikes with the Department of Conservation and Natural Resources (DCNR). Therefore, this would not be a requirement but instead, a step that could be taken by those that wish to insure their bikes and access riding trails on Pennsylvania’s public lands. Currently, such allowances are provided for both all-terrain vehicles (ATVs) and snowmobiles, and my legislation would amend Chapter 77 of Title 75 (Vehicles) to align OHMs with these other off-road vehicles. Such a change in law has the potential to create more recreational and trail riding opportunities in the Commonwealth, generate additional revenues, and boost tourism – resulting in an economic benefit to the state.
