Subject: Military Spouse Licensure Portability
 
In the near future, I plan to reintroduce legislation aimed at providing military spouses greater ease in obtaining the transfer of their professional license to the Commonwealth of Pennsylvania.

The lives of military families are marked by frequent deployments, relocations and extended periods of single parenthood. These unique circumstances pose a significant obstacle to the maintenance of professional licenses, and lead to scenarios where the military spouse ends up forgoing their career. The process to transfer a recognized license from state to state can take a substantial amount of time, and often requires extensive documentation depending on the requirements of specific statutes and regulations. There is a reason for certain professions to have licensure, and understandably there are also reasons why the vetting of a license transfer request is a thorough process. However, military spouses are in unquestionably unique positions where relocations can happen suddenly and unexpectedly.

Act 41 of 2019 provided licensure boards with the ability to provide for easier transition of out of state occupational licenses to transfer into Pennsylvania, however comparing what was signed in to law as compared with other states does not go far enough.  Members of our armed forces are given high honor and regard for their service and sacrifice, and their families are people trying to make a living while supporting one another and their country. Let us recognize their sacrifices, and help them to know that the Commonwealth supports them.
