Subject: Heartbeat Bill – Protecting the Rights of the Unborn.
 
In the near future, we intend to introduce the following legislation and invite you to join us as a co-sponsor:

Heartbeat Bill – Protecting the Rights of the Unborn.

The right to life is the single most important issue of our lifetime, but it has been clouded by polarization and politicization.

Using observable science and modern medicine as our guide to advance legislation on this sensitive issue – without being clouded by politics – is the best way forward.

According to statistics issued by the Department of Health, there were 31,018 abortions performed in Pennsylvania in 2019.  Unborn children should be afforded the same justice and rights that are being advocated for all Pennsylvanians.

Overall, this legislation would shift the focus on abortion laws to protecting the baby.

Our legislation will require physicians – before proceeding with an abortion – to determine whether the baby has a heartbeat. If the baby has a heartbeat, the abortion cannot be performed. No person with a beating heart, no matter how small, should be deprived of the fundamental right to life. A beating heart is an unmistakable sign of life.

We are partnering with Rep. Stephanie Borowicz in introducing this important legislation. It is our hope that you join us in our quest to pass this bill.

Previously, the measure was introduced as SB912 during the 2019-2020 legislative session. It was co-sponsored by Senators Scarnati, Pittman, Stefano, Langerholc and Hutchinson.
