Senate of Pennsylvania
Session of 2021 - 2022 Regular Session

MEMORANDUM

Posted: December 22, 2020 03:13 PM
From: Senator Mike Regan and Sen. Elder A. Vogel, Jr.
To: All Senate members
Subject: Medals of Commmendation for Law Enforcement, Fire, and EMS

We will soon be introducing three bills honoring our first responders with state medals of commendation.  Please join us in co-sponsoring this important legislation recognizing the men and women that protect and serve our citizenry each and every day.  If you have questions please contact Nate Silcox/Sen. Regan (nsilcox@pasen.gov) or Matt Parido/Sen. Vogel (mparido@pasen.gov).

Document #1

Introduced as SB158

Description: The first bill would create a statewide system of medals to honor the service of our Commonwealth’s law enforcement officers.  Despite the extraordinary level of public safety these individuals provide to our communities daily, there is not currently a protocol in place to recognize their acts of bravery, heroism, and dedication.  Our legislation would create the following three medals of commendation:  the Blue Star of Valor, the Blue Heart Medal and the Medal of Ultimate Sacrifice, similar to those issued by the United States military.

SB 1246
was sponsored last session by Senators Regan, Vogel, Arnold, Baker, Blake, Brewster, Browne, Iovino, Killion, Martin, Mastriano, Phillips-Hill, Scavello, Schwank, Street, J. Ward, and Yudichak.  This bill was unanimously passed by the Senate.

Document #2

Introduced as SB159

Description: The second bill would create a statewide system of medals to honor the service of our Commonwealth’s firefighters:  the Red Star of Valor, the Red Heart Medal and the Medal of Ultimate Sacrifice. The medals would be awarded by the Governor via the State Fire Commissioner.

Document #3

Introduced as SB160

Description: The third bill would create a statewide system of medals to honor the service of our Commonwealth’s EMS providers:  the Star of Life Medal, the White Heart Medal and the Medal of Ultimate Sacrifice.  The medals would be awarded by the Governor via the Director of the Department of Health’s Bureau of EMS.
