Senate of Pennsylvania
Session of 2021 - 2022 Regular Session

MEMORANDUM

Posted: December 22, 2020 12:44 PM
From: Senator Jay Costa
To: All Senate members
Subject: Use of Political Action Committee Residual Funds

In the near future, I will be re-introducing Senate Bill 1038 from the 2017-18 legislative session to allow the residual funds of terminated political action committees (PAC's) to be donated to non-profit organizations.

Under current law, the Election Code requires that the funds remaining in the account of a terminated PAC can only be used for campaign expenses or distributed back to campaign donors. My legislation would provide a third opportunity by allowing for money to be donated to non-profit organizations.

The bill prohibits the donation of these funds to a non-profit organization that has an affiliation with the candidate or a PAC officer.

Senate Bill 1038 passed the Senate unanimously in 2018.

Please join me in cosponsoring this legislation.

Introduced as SB862
