MEMORANDUM

Posted: March 27, 2020 02:45 PM
From: Senator Doug Mastriano
To: All Senate members
Subject: Re-Allocation of Sports Betting Revenue to Property Tax Relief

As a result of the ongoing COVID-19 pandemic, in the near future, I intend to introduce the following legislation and I invite you to join me as a co-sponsor:

Re-Allocation of Sports Betting Revenue to Property Tax Relief.

Pennsylvania home owners already face high property taxes, and the COVID-19 pandemic will only worsen that reality.

With a mandated shutdown of businesses that are not “life-sustaining,” many Pennsylvania families find themselves out of work with no income, and have voiced concern about paying their property taxes.

My proposal will temporarily re-allocate revenues from sports gambling in PA, and devote those dollars to the Property Tax Relief Fund.

There are currently no major sports being contested right now, so when athletics do return, there will be a potential uptick in betting.

When gambling was authorized under the Rendell Administration, citizens were told that revenues would be used to offset property taxes.

Currently, revenue from sports betting is devoted toward the General Fund.

It is imperative that we help our citizens now during their greatest time of need, and temporarily re-allocate sports betting revenue toward property tax relief.

Please consider co-sponsoring this important piece of legislation. If you have any thoughts, questions or concerns, please contact Scot Pitzer in my office at 717-787-4651.

Introduced as SB1117
