Subject: | PA Farm Bill – Resource Enhancement and Protection program (REAP) expansion |
Soon, I will be introducing legislation that is part of the Governor's proposed PA Farm Bill. My legislation would assist the agriculture community by removing regulatory burdens and strengthening the state’s business climate. Currently, through the Resource Enhancement and Protection (REAP) Program, farmers, landowners, and businesses earn tax credits for implementing "Best Management Practices" (BMPs) that will enhance farm production and protect natural resources. The program is administered by the State Conservation Commission (Commission) and the tax credits are awarded by the Pennsylvania Department of Revenue. My legislation would expand the REAP program by $3 million, raise the lifetime cap to $250,000 from the current $150,000 per agricultural operation, and offer support for new eligible best management practices.
