Senate of Pennsylvania
Session of 2019 - 2020 Regular Session

MEMORANDUM

Posted: January 14, 2019 01:44 PM
From: Senator Camera Bartolotta and Sen. James R. Brewster
To: All Senate members
Subject: Branch Campuses for Training Schools

In the near future, we will be introducing legislation to amend Act 174 of 1986, the Private Licensed Schools Act. The purpose of this legislation is to ensure that quality training opportunities can be expanded throughout Pennsylvania.

Under current state law, branch campuses of Private Licensed Schools must be located within the same county as the primary site. This limits quality programs and schools to operations in only one county. This also prevents the expansion of valuable training opportunities, unless the school succeeds in the costly and time-consuming process of securing an independent license for the second, out-of-county location.

Our legislation would eliminate the county limitation and allow these schools to create branch campuses in counties outside the county that houses the primary site. Making this change would allow the many fine training programs in our Commonwealth to grow and offer additional opportunities to students throughout Pennsylvania. We believe this would be a great asset to our growing industries and ensure that we have the well-trained workforce necessary in the modern economy.

Please join us in cosponsoring this legislation to improve access to training programs. Any questions can be directed to Senator Bartolotta’s office at (717) 787-1463 or Senator Brewster’s office at (717) 787-5580.

Introduced as SB456
