Subject: | Funding for Water and Sewer Systems |
I am planning to reintroduce legislation (SB 394) that amends the Water and Sewer Systems Assistance Act of 2008. As you may recall, this legislation provided $400 million for the acquisition, repair, and construction of water supply and sewer system treatment systems through a bond approved by the voters. My legislation would authorize a new referendum for $600 million. If approved by voters, the bond proceeds would be deposited in the Pennsylvania Infrastructure Investment Authority (PENNVEST) to be used for grants and loans for drinking water, stormwater, nonpoint source projects, and wastewater treatment systems. There is a great demand for this funding assistance. In 2015, the Department of Environmental Protection released a study that estimated a 10-year statewide need of $18.6 billion for drinking water and wastewater infrastructure. Additionally, it is important to note that infrastructure projects not only contribute to improving Pennsylvania’s environment and the health of its citizens, but also provide much needed job and economic growth opportunities.
