Subject: | Pipeline Safety - Mandatory Study Requirement |
In the near future, we will be introducing legislation that would require pipeline operators to conduct proper studies and investigations of aquifers that may be potentially impacted by pipeline construction. Despite DEP’s approval of a project in my district, the project’s horizontal drilling resulted in aquifer breaching that severely impacted private, residential well water. This breach represents only one of the 60 documented clay-spillage incidents along the length of the project. Our legislation will require a pipeline operator to conduct a hydrological investigation of each identified aquifer in each construction zone in all current and future construction zones of pipelines. This legislation will be similar to SB 1028 of the 2017-2018 Legislative Session which was introduced by Senator Rafferty and co-sponsored by the following Senators: McGarrigle, Dinniman, Mensch, Killion, Schwank and Aument.
