Senate of Pennsylvania
Session of 2019 - 2020 Regular Session

MEMORANDUM

Posted: December 4, 2018 11:34 PM
From: Senator Patrick M. Browne
To: All Senate members
Subject: Law Enforcement "Blue Alert" System

In the near future, I plan to introduce legislation that was introduced last session by Senator Vulakovich and Senator Rafferty as Senate Bill 1055, establishing a “Blue Alert” System for the protection of our Law Enforcement personnel.

Similar to Amber Alert, this legislation would activate the emergency alert system (i.e. PENNDOT signage and media broadcasts) for any incident endangering a law enforcement officer and the suspect is at large. This system is a means to help law enforcement speed up the apprehension of violent criminals who kill or seriously injure local, state or federal law enforcement officers. Currently, 30 states have Blue Alerts to help protect their law enforcement.

In December of 2017, there was a shooting of a police officer outside the Capitol and a U.S. Marshall was shot in the City of Harrisburg. This legislation would help make these incidents better known to both law enforcement and the public.

Cosponsors of Senate Bill 1055 of last session included Senators Scarnati, Aument, Baker, Brewster, Costa, Dinniman, Gordner, Martin, Reschenthaler, Sabatina, Tartaglione, Ward, Yudichak, Vogel and Regan.

Introduced as SB544
