Subject: | Clawback Provision for State Grants |
I will be introducing legislation from last session to require all state contracts contain a clawback provision for any future grants issued by the state. My legislation requires the state be the payer of last resort, any surplus grant funds be returned to the state, and that private funds resulting in a surplus for any specific project be used to repay the state grant funds. This proposal ensures the integrity of taxpayer dollars as it allows the state to recoup money used to subsidize a project or event that has leftover funds. Grant recipients should exhaust all private financial resources first before keeping taxpayer money. This legislation was previously SB 1010 cosponsored by Wagner, Argall, Martin, Reschenthaler, Hutchinson, Mensch, Vulakovich, Aument, Folmer, Rafferty, Stefano, Ward, Browne, and Regan.
