Subject: | Decriminalizing Small Betting Pools |
I will be reintroducing legislation that would amend Title 18 to allow for small gaming pools, commonly done in offices, workplaces, and among friends and families. Many of us participate in these pools, particularly around March Madness for the NCAA championship. Most people are unaware that the practice or participation in one of these pools is illegal under the Crimes Code. The objective of this bill it is to decimalize a common and innocent practice, and make it permissible with certain limitations. These pools will be limited to no more than 100 members, and the buy-in will be capped with a maximum entrance fee of $20. Additionally, 100% of the winnings must go to either the winner(s) or to a charity. This legislation will also prohibit the organizer from receiving any cut of the pool unless the organizer is also a winner. I invite you to join me as a co-sponsor.
