Senate of Pennsylvania
Session of 2017 - 2018 Regular Session

MEMORANDUM

Posted: May 4, 2017 10:17 AM
From: Senator James R. Brewster
To: All Senate members
Subject: Reforms package

In the near future, I plan on reintroducing my reform bills from last session (SB 1116, SB 1117, SB 1118, and SB 1119). My legislation would eliminate annual, automatic cost-of-living adjustments (COLAs), per diems, state-leasing of vehicles to the General Assembly, and a gift ban for members of the General Assembly.

Document #1

Introduced as SB731

Description: The first reform will eliminate annual, automatic COLAs. COLAs will instead be given once each decade to the members of the Senate and House following the decennial U.S. Census.

Document #2

Introduced as SB732

Description: The second reform will end per diems. Expenses incurred while in the official capacity as an elected official will be reimbursed after proper documentation is submitted.

Document #3

Introduced as SB733

Description: The third reform will eliminate the leasing of state vehicles to members of the state legislature. This will not eliminate reimbursement of expenses for mileage and/or tolls.

Document #4

Introduced as SB734

Description: The fourth reform will be a gift ban for members of the General Assembly. No member may solicit or accept for their personal use or for another's use a gift, gratuity, favor, entertainment, hospitality, loan or any other item of monetary value, including in-kind gifts.
