Subject: | Municipal Police Officers Education & Training Commission Appointments |
In the near future, I will introduce legislation to change the makeup of the Municipal Police Officers Education & Training Commission, or MPOETC. MPOETC, established in 1974 sets certification and training standards for police officers employed by municipalities in the Commonwealth. Current law provides for the Governor to appoint an FBI Special-Agent-in-Charge to the Commission. This position has been vacant since 2007. My legislation would appoint a member of the State Fraternal Order of Police, or FOP to serve on MPOETC. A member of the FOP is better equipped to serve the needs of municipal police officers across the Commonwealth. Also, the Department of Justice has advised the FBI to not participate in the Commission because they do not want the FBI involved in any supervisory role with municipal law enforcement. This legislation will remove the Governor’s appointment of an FBI Agent and replace it with a Governor’s appointment of a member of the FOP. This is a companion bill to Rep. Jozwiak’s legislation. It was HB 1781 from last session. |
