Senate of Pennsylvania
Session of 2017 - 2018 Regular Session

MEMORANDUM

Posted: January 10, 2017 10:49 AM
From: Senator James R. Brewster
To: All Senate members
Subject: Protect American Jobs

In the near future, I plan to reintroduce three pieces of legislation (Senate Bills 417, 418, and 419 of 2015-2016) to deal with the dumping of foreign-made steel that is used in the shale drilling process in Pennsylvania.

These bills will address the imports of steel as well as upgrade the safety of well pads and well sites by using steel made in the United States.

Document #1

Introduced as SB450

Description: The first piece of legislation requires any safety device used in gas wells, including casings, are made with steel manufactured in the United States.

Document #2

Introduced as SB451

Description: The second piece of legislation requires gathering lines to be made of steel manufactured in the United States. Gathering lines are pipelines that transports gas from a current production facility to a transmission line or main.

Document #3

Introduced as SB452

Description: The third piece of legislation requires the Pennsylvania Department of Environmental Protection to create and online, publicly accessible database that shows the country of origin for steel products used by well operators. This measure does not impose any new reporting requirements on the gas-drilling industry. Operators already report this information; this legislation would make this information available to the public.
