In the near future I plan on introducing legislation that would redirect revenue received by the Department of Environmental Protection from oil and gas violation fees to the general fund rather than being appropriated directly to the Department. Currently, when DEP collects revenue from a well violation, that money is appropriated directly to the Department. My legislation would send the money collected from these well regulation violations to the general fund instead of directly to the Department. This would allow the legislature to appropriate the funds in a way that best meets the needs of the Department and the oil and gas program on a year-to-year basis. For regulation to be effective and fair, it must be enforced objectively without the presence of incentives. This would hopefully create more objective enforcement of the laws and regulations currently in place. I hope you will join me in sponsoring this legislation.
