Subject: | Changes to the Underground Storage Tank Indemnification Board |
In the near future, I plan on re-introducing legislation, Senate Bill 1142 of last session, to amend the Storage Tank and Spill Prevention Act by making changes to the makeup of the Underground Storage Tank Indemnification Board. Presently, the Underground Storage Tank Indemnification Board is comprised of members from the regulated community, including the Middle Atlantic Truck Stop Operators (MATSO), among others. In 2006, MATSO dissolved their organization and relinquished their Board seat. My legislation removes MATSO from the statutory Board-makeup and replaces them with the Pennsylvania Food Merchants Association (PFMA). PFMA represents major fuel retailers, which account for thousands of underground storage tanks throughout Pennsylvania. I believe PFMA will provide valuable insight and knowledge to the Board. In addition, this legislation provides for appointees from the President Pro Tempore of the Senate, Speaker of the House, Minority Leader of the Senate and Minority Leader of the House to the Board.
