Senate of Pennsylvania
Session of 2015 - 2016 Regular Session

MEMORANDUM

Posted: March 30, 2016 02:58 PM
From: Senator James R. Brewster and Sen. Guy Reschenthaler
To: All Senate members
Subject: Resolution Urging Federally Elected Officials to Support the Domestic Steel Industry and Enforce Our Nation’s Trade Laws

In the near future we intend to introduce a resolution urging Pennsylvania’s federally elected officials in Washington, D.C. – including the President of the United States, United States Senators and United States Representatives – to fight for strong enforcement of our nation’s trade laws to support and protect the domestic steel industry from unfair foreign competition.

The resolution also will urge the U.S. Department of Commerce to maintain China’s “non-market economy” status to preserve the ability of American companies and workers to access domestic trade remedy laws.

Manufacturing is a critical part of Pennsylvania’s economy, providing more than 569,000 jobs. The steel industry is an engine for good-paying, family sustaining employment, supporting approximately 136,000 jobs in Pennsylvania according to the American Iron and Steel Institute.

Manufacturing industrial sectors are at risk of sliding back into recession due to an alarming surge of unfairly priced imports from China and other nations. The steel industry, in particular, is suffering from an unprecedented surge in imports into the United States from nations like Brazil, China, India, Russia, South Korea, Turkey and Vietnam.

A major cause of the steel import surge is global steel industry overcapacity — a measure of excess production capacity above what is necessary to meet market demand. These steel producing countries are taking nearly one-third of the domestic market which harms families and communities, and is a threat to our national economic security

As a result, major steel mills recently closed or idled in Pennsylvania and across the United States and good-paying jobs were lost.

Please join us in standing up for the steel industry in Pennsylvania by signing on as a co-sponsor of this resolution to encourage our elected officials in Washington, D.C. to take necessary action to protect the domestic steel industry from unfair trade laws and competition.

Thank you for your consideration.
