MEMORANDUM

Posted: March 21, 2016 02:21 PM
From: Senator Ryan P. Aument
To: All Senate members
Subject: Adding Special Emergency Response Team (SERT) to Title 75

In the near future, I plan to introduce legislation that would add Special Emergency Response Team (SERT) to the definition of emergency service responders and emergency vehicles.

Members of Lancaster County’s SERT are highly trained law enforcement officers that volunteer their time to assist in hostage negotiations, kidnappings, and barricaded gunmen.

Despite their law enforcement status and training, they recently brought to my attention that they are currently unable to utilize flashing lights when using their private vehicles to respond to incidents that greatly threaten public safety, adding critical minutes to their response time.

To address this issue, my proposal would simply amend the definitions of “emergency service responder” and “emergency vehicle” to include a police officer who is also a member of a county or regional municipal Special Emergency Response Team. In doing so, my proposal will allow these members to utilize emergency vehicle lights that provide added safety and also allow for a quicker response time.

I hope you will consider joining me in support of this legislation.
