I am introducing legislation amending the Election Code to allow independents to vote in primary elections. Under my bill, any registered voter who is not enrolled as a member of a political party will be permitted to vote one political party's ballot as long as they have made a declaration to the county board of elections no less than 30 days prior to the primary election. The declaration must state the elector's choice as to which party ballot he or she will be voting. No less than 25 days before the primary election, the county boards of election will be required to provide the Secretary of the Commonwealth, as well as the county chairman of each political party, a list of independent voters who have made declarations to vote in the primary election, including which party's ballot they will be voting. |
