Subject: Legislation – Establishing a Charter and Cyber Charter School Funding Commission
 
In the near future, I will introduce legislation to create a Charter and Cyber Charter School Funding Commission to review and make recommendations concerning the appropriate tuition rates and state funding applicable to charter schools and cyber charter education.

The recently established Basic Education Funding Commission and the Special Education Funding Commission were successful in reaching unanimous and bipartisan agreements to address school funding issues. With the establishment of the Charter and Cyber Charter School Funding Commission, we will be able to ensure the same accountability, transparency, and predictability for charter and cyber charter school funding.

The commission would consist of 15 members from all four legislative caucuses, as well as representatives of the Department of Education and the Governor’s office. The rates and state funding levels developed by the commission will take effect only if enacted by the General Assembly.

Similar to other commissions in the Commonwealth, the members of the Charter and Cyber School Funding Commission will receive no compensation for services, but may be reimbursed for those expenses incurred as a result of performance of their duties.
