Subject: | Repeal of Act 11 of 2004 |
I plan to introduce legislation that would repeal Act 11 of 2004. This is the law that established the Intergovernmental Cooperation Authority (ICA) in the City of Pittsburgh. The ICA was established in 2004 as a state entity with oversight over the city’s finances, creating a unique situation there due to now two oversight state agencies. Pittsburgh is an Act 47 municipality, so there is already state oversight and restrictions in place. Act 11 of 2004 includes a clause that would allow for the Department of Community and Economic Development to dissolve the authority after seven years as long as the city has had its annual operating budgets and five-year financial plans approved, which in fact has occurred. The time has come to disband the authority. Please join me in sponsoring this important piece of legislation. Thank you. |
