MEMORANDUM

Posted: February 27, 2015 03:08 PM
From: Senator Andrew E. Dinniman
To: All Senate members
Subject: Therapy Dogs and Public Transportation

I will soon introduce legislation to allow therapy dogs on public transportation including buses and trains.
Current law allows service dogs but not therapy dogs on public transportation. Therapy dogs differ from service dogs in that whereas service dogs are trained to do work for the benefit of an individual with a disability, therapy dogs are trained to provide affection and comfort to people in stressful situations including emergencies and natural disasters, hospitals, retirement homes, schools, and hospices.

My bill specifically would amend the Pennsylvania Human Relations Act, which currently allows service dogs and those they assist on public transportation. My bill would extend that right to therapy dogs and their handlers so they can use public transportation to get to their destination and provide much-needed comfort.

I hope you will join me in sponsoring this legislation.

Introduced as SB640
