In the near future, I plan on re-introducing legislation that would provide universities greater flexibility by eliminating one of the four current levels of required legal approval for project contracts and procurement. This will help streamline the duplicative levels of approval that are presently required under the Commonwealth Attorney's Act. All contracts are to be made available to the public by listing them with the State Treasury Department in accordance with the Right-to-Know Law. The bill was originally part of a Mandate Relief for Higher Education package of legislation in 2011, aimed at relieving the 14 PASSHE Universities of state mandates. This is a reintroduction of SB 789 from the previous session. Prior co-sponsors included GREENLEAF and MENSCH. |
