In the very near future, I will introduce legislation accelerating the expansion of the City Revitalization Improvement Zone (CRIZ) program to additional municipalities. As you likely know, Act 52 of 2013 limited the initial CRIZ authorizations to two cities of the third class, with additional cities of the third class to be authorized annually, beginning in 2016. This proposal, similar to last session’s Senate Bill 1227 introduced by Senator Schwank, would authorize additional CRIZ designations prior to 2016. Eligible cities would include the city of class 2A and all cities of the third class. No municipality would be allowed more than one CRIZ or Neighborhood Improvement Zone. In the short time since the initial legislation was approved, the City Revitalization and Improvement Zone program has proven to be a game changer in Pennsylvania municipalities.
