Senate of Pennsylvania
Session of 2015 - 2016 Regular Session

MEMORANDUM

Posted: December 16, 2014 11:57 AM
From: Senator Dominic Pileggi and Sen. John C. Rafferty, Jr.
To: All Senate members
Subject: Authorizing and Regulating Rideshare Services Such as Lyft and Uber

We plan to introduce legislation which will authorize and regulate rideshare services, also known as transportation network companies, in Pennsylvania.

As services such as Lyft and Uber have become increasingly popular with the public, about 20 other states have enacted laws governing such services. While the Public Utility Commission is working with rideshare companies who want to operate in Pennsylvania, the PUC has also made it clear that legislative action is needed.

We believe rideshare services represent an exciting new business model and should be embraced in Pennsylvania while ensuring that appropriate safety, insurance, and driver fitness requirements are in place.
