Senate of Pennsylvania
Session of 2015 - 2016 Regular Session

MEMORANDUM

Posted: December 3, 2014 12:28 PM
From: Senator Lisa M. Boscola
To: All Senate members
Subject: Removal of Snow & Ice for Vehicles

In the near future, I plan to reintroduce legislation that would require all motorists driving in Pennsylvania to clear snow and ice from the top of their vehicles before driving on our roadways. The legislation would allow law enforcement officers to fine motorists who fail to do so.

Many times while driving on our roadways, we have all been the victim of falling snow and ice coming from vehicles in front of us. This is not only extremely dangerous, but can lead to injuries and fatalities. Several years ago, a woman named Christine Lambert was tragically killed on Christmas Day when a slice of ice from the truck in front of her crashed through her windshield.

This is common sense legislation that would prevent further injuries or fatalities from happening. New Jersey, Connecticut along with other states have already taken the initiative of allowing law enforcement officers to stop and fine individuals for not removing snow and ice from the top of their vehicle. Pennsylvania should join them by enacting the same type of legislation.

I invite you to join me as a co-sponsor. This is a reintroduction of SB 745 from the previous legislative session. Co-sponsors included TARTAGLIONE and BREWSTER.

Introduced as SB93
