Subject: Manufacturer and Retailer Consumer Product Rebates Legislation
 
In the near future, I plan to re-introduce SB 1048 of the 2013-2014 session. This legislation would amend Title 18 (Crimes and Offenses) to prohibit deception related to rebates for consumer goods.

My proposal would prohibit retailers or manufacturers from advertising the availability of a rebate by displaying an items net price, the amount the consumer would pay after the redemption of the rebate. Additionally, this legislation would require the retailer or manufacturer to mail or electronically pay the amount of the rebate to the consumer within the time period promised in the offer or no later than 30 days after the completed rebate request was received.

Some manufacturers and retailers have found ways to delay rebate payments and make the rebate mailing instructions and requirements too complex; and therefore, easy to reject. Please join me in preventing any attempts to mislead consumers, and fighting to ensure that rebates are offered in a manner that saves Pennsylvanians money.
