Subject: | Modernizing and Revising the Boiler and Unfired Pressure Vessel Law |
In the near future, I plan to introduce legislation aimed at modernizing and revising the Commonwealth’s Boiler and Unfired Pressure Vessel Law. The legislation will update standards applied to boilers while strengthening safety requirements. Additionally, the bill will allow for private inspection of boilers and unfired pressure vessels in the Commonwealth. The Boiler and Unfired Pressure Vessel Law came to my attention as a business in my district sought to use new boiler technology in their operations, but was restricted due to outdated standards in statute. Through conversations and work with the Department of Labor and Industry, this amendment was crafted to allow for new modern standards to be adopted, while allowing for future modernization as well. Currently, the Department of Labor and Industry has adopted the 2004 national standards for boiler safety and reviews. My amendment will provide needed updates to the law by adopting the 2010 and 2011 codes and will permit the Department to update the codes, moving forward, through regulation. The revisions will allow the code to expand the scope to include new types of technology that businesses and customers are asking for.
