Senate of Pennsylvania
Session of 2013 - 2014 Regular Session

MEMORANDUM

Posted: January 29, 2013 04:49 PM
From: Senator Andrew E. Dinniman
To: All Senate members
Subject: Public Official and Employee Ethics Act

This bill will make the Public Official and Employee Ethics Act cover the board members and all applicable employees of all state-related universities and its affiliates. This bill goes hand-in-hand with Sen. John Blake’s excellent bill to extend Right to Know requirements on all state-related universities.

A hearing on PSU governance to be held by the Senate State Government Committee is currently scheduled for Monday, February 4. I plan to introduce this bill by the close of business on Friday, Feb. 1. Please let me know as soon as possible as to whether you are signing on as a co-sponsor. The House of Representatives has already introduced a version of PSU trustee reform, I want to make sure there is a Senate version as well.

I am a proud alumnus of Penn State University, deeply care about my alma mater, and want to assure its prominence. My bill is designed to assure a governance board fit and proper for one of the great universities of our nation and indeed the world. I certainly understand that this will be a topic of considerable deliberation and potential amendments. One purpose of the bill is to start the process of reform, which I hope you agree is needed and thus sign onto my bill.

Introduced as SB408
