Senate of Pennsylvania
Session of 2013 - 2014 Regular Session

MEMORANDUM

Posted: January 17, 2013 03:04 PM
From: Senator Timothy J. Solobay
To: All Senate members
Subject: Third class city fire tax

FROM: Senator Timothy J. Solobay

TO: All Senators

SUBJECT: Third class city fire tax

In the near future, I plan to reintroduce legislation that would enable a third class city to bolster its fire services.

This bill would allow a third class city to establish a fire tax of three mills for the purposes of procurement, maintenance or improving fire equipment and facilities; for purchasing land on which to erect a facility; or for training firefighters. Other components of the tax include:
  • Up to one-half of the revenue (not more than one mill) may be allocated to firefighter salaries or other compensation.
  • Up to one-half of the revenue (not more than one-half mill) may be allocated to offset the costs and compensation of other emergency services.
  • If the city wishes to impose a tax higher the rates set forth in this legislation (but not to exceed it where it is ultimately capped), it must be placed on the ballot for a vote.

Formerly SB 1235 of the 2011 – 2112 session. Previous cosponsors include: Brewster, Fontana, Tartaglione.
