Subject: | Gaming Audits - Reimbursement for the Auditor General |
I will soon be reintroducing HB 939, which would amend Title 4 (Amusements) by requiring the Gaming Control Board to budget for and reimburse the Auditor General for costs associated with Gaming audits. The Auditor General would be required to prepare and annually submit to the PA Gaming Board and Chairman of Appropriations Committees in House and Senate an itemized budget consisting of funding needed to administer their obligations under the Gaming Act. Since the inception of gaming in Pennsylvania, the Office of Attorney General, the PA State Police and the Department of Revenue have been reimbursed by the gaming facilities for their responsibilities under the Gaming Act. Furthermore, similar billing authorization is already permitted for the Auditor General in regard to audits of the Liquor Control Board, PENNDOT, and Turnpike Commission. My measure would ensure that taxpayer dollars are not used to pay for gaming in Pennsylvania. Additionally, it would alleviate some of the funding shortfalls for the Auditor General by taking the burden from the already scarce General Fund and place it with the gaming facilities.
