Senate of Pennsylvania
Session of 2013 - 2014 Regular Session

MEMORANDUM

Posted: January 11, 2013 11:14 AM
From: Senator Jay Costa
To: All Senate members
Subject: Federal Civil Service Retirees - Property Tax & Rent Rebate Eligibility

Please join me in sponsoring legislation introduced as Senate Bill 1073 in the 2011-2012 legislative session by Senators COSTA, GREENLEAF, SOLOBAY, FONTANA, TARTAGLIONE, WASHINGTON, ERICKSON, RAFFERTY, HUGHES and YUDICHAK, that would allow those individuals who collect Federal Civil Service retirement benefits to the list of individuals who can deduct 50% of that income for the purpose of participation in the property tax/rent rebate program.

It was brought to my attention by a constituent that like railroad employees, Federal Civil Service retirees are not eligible for Social Security. A provision for railroad retirees to deduct 50% of income is already provided for in the Taxpayer Relief Act of 2006. My legislation would place Civil Service retirees in the same category.

I hope you will join me in sponsoring this important legislation.
Thank you for your attention to this matter.

Introduced as SB387
