MEMORANDUM

Posted: March 20, 2024 11:16 AM
From: Representative Jill N. Cooper
To: All House members
Subject: Comprehensive, Permanent Permit Reform

In the near future, I plan to introduce legislation which would comprehensively overhaul Pennsylvania’s permitting system.

The current administration has recognized the need for permit reform, and has taken steps towards improving licensing, permitting, and certification processes.

While I applaud this effort, our Commonwealth needs permanent permit reform - not change that can be wiped away by a single stroke of a future Governor’s pen.

My legislation will establish clear, concrete timeframes for the permitting process, so that the businesses and residents of this Commonwealth can have a realistic expectation of when their permit will be issued.

Many of the licenses, permits and certificates issued by the Commonwealth do not come with defined timeframes of when they will be issued, which leaves our businesses and residents at the mercy of bureaucracy.

Too often we have lost out to other states because of our permitting process. I hope to change that.

Please join me in sponsoring this pro-business, pro-resident, pro-common sense legislation.
