Subject: Including Mental Illness for Disabled Veteran Property Tax Exemption

Currently, Pennsylvania provides a property tax exemption for veterans who have a 100 percent permanent disability rating, served during wartime and received an honorable discharge, and meet income requirements. When many people think about a permanent disability, they think of physical disabilities such as the loss of sight, hearing, or limbs. But too many of our veterans may also be suffering from hidden disabilities such as Post-Traumatic Stress Disorder (PTSD) which also prevent them from having a stable career after their military service. Just like the loss of a limb, mental health disabilities should qualify our veterans for the property tax exemption.

To provide disabled veterans facing mental health challenges with financial relief, my legislation would amend the Pennsylvania Constitution to clarify that a mental illness is included as a condition for qualifying disabled veterans to receive a 100 percent property tax exemption. This will help an additional population of veterans receive the help they need to stay in their homes, pay for expenses, and provide for their families.

Veterans sacrifice their lives to ensure our freedom, and many who are mentally disabled and struggling need our help now more than ever. Please join me in supporting this legislation to help relieve some of the financial burdens our veterans face.
