Subject: Authority Cybersecurity
 
International cyberterrorism is a real and growing threat to our public safety and public utilities and not something any element of our government should take lightly. 
 
Recently, a municipal authority in Western Pennsylvania was targeted by Iranian-backed cyberterrorism actors for its utilization of Israeli-made equipment. This municipal authority was not the lone target of cyberattacks but it illustrated existing weaknesses that could be used by those with malicious intent. This reprehensible act further illustrates the clear and present danger of cyberterrorism right here at home.
 
In the near future, I will be introducing legislation to ensure that municipal authorities who operate sewer, water, or stormwater systems in our Commonwealth develop and implement cybersecurity measures can measure it with the inherent threat to our health and safety.
 
My bill will require the implementation of proactive cybersecurity measures and certification of such by the Authority to their local municipality that they are accountable to. 
 
Clearly such cyberattacks pose a threat to our communities and we should not wait for the next one before we act.  I hope you’ll join me in supporting this legislation.
