MEMORANDUM

To: All House members
Subject: Enhancing the Supply of Life Saving Plasma

Plasma is a life-saving resource, vital for treating rare diseases, chronic conditions, and emergencies like trauma and burns. It prevents blood clotting and helps maintain blood volume, crucial for treating shock. A stable plasma supply is essential for public health.

Plasma donations come in two forms: recovered and source plasma. Source plasma is used in pharmaceuticals, while recovered plasma is directly transfused. Source plasma isn't tested during donation; it undergoes extensive testing during pharmaceutical production. However, current Pennsylvania law treats all plasma centers alike under the clinical lab act, creating unnecessary challenges for source plasma donation centers.

To enhance the plasma supply in Pennsylvania, I'll propose legislation to remove state requirements that exceed federal laws related to source plasma donation centers. This will remove obstacles and encourage source plasma centers to operate effectively. I urge you to support this effort for a safe and sustainable plasma supply that saves lives. Thank you.
