MEMORANDUM

Posted: October 3, 2023 11:27 AM
From: Representative Liz Hanbidge and Rep. Ismail Smith-Wade-El
To: All House members
Subject: Homeowners Associations: Solar Access

Pennsylvania homeowners have the right to choose the energy source they prefer to power their homes.  We should be removing barriers to energy efficient, environmentally friendly, renewable sources of energy rather than clinging to inefficient, outdated traditional methods.

Our legislation will prevent homeowners associations (HOAs) from prohibiting or restricting the installation or use of a solar energy system on a detached roof or townhouse.  This ensures homeowners in residences ruled by an HOA the same right as other homeowners in choosing solar powered energy.

Solar power is an economically viable, sustainable source of energy with many important benefits.  Promoting this technology is crucial to preserving the environment and maintaining healthy communities.

All homeowners in the Commonwealth deserve the same rights and opportunities.  I hope you will join us in supporting homeowner’s rights.

Introduced as HB1759
