Subject: Allowing Counties the Option to Create EMS Public Safety Authorities
 
Unlike other emergency services, Emergency Medical Services (EMS) agencies rely entirely on ambulance reimbursements and fundraising to support their services. Unfortunately, revenue for EMS agencies has dwindled over the years and three agencies have closed in just the last three months. It is time for policymakers to find long-term solutions to ensure EMS services remain available to constituents in need.
 
To address this issue, we will soon introduce legislation based on Recommendation 6 of the Senate Resolution 6 Commission’s Final Report, issued in 2018. Our bill will allow for the creation of county-wide Public Safety Authorities, which may be used to provide services for EMS. Local communities would then have the freedom to decide whether regionalization is right for their community. This legislation was developed through many rounds of stakeholder engagement and reflects the shared commitment among members of the General Assembly of supporting EMS agencies.
