Subject: Municipal Police Applicant Finger Printing Authority
 
Several years ago, the Federal Bureau of Investigation (FBI) conducted an audit of the Municipal Police Officers’ Education and Training Commission (MPOETC) within the Pennsylvania State Police. The audit revealed that MPOETC did not have the statutory authority to conduct fingerprint-based criminal history checks on municipal police officer applicants. Since then, MPOETC has been granted a temporary waiver from the FBI to process these background checks.
 
The legislation I am introducing will give MPOETC the statutory authority needed to conduct fingerprint-based criminal history checks. These checks allow MPOETC to thoroughly vet our municipal police officer applicants and ensure we are accepting and training qualified individuals.
 
In addition, it provides for instructors and school directors of the training schools or academies to be assigned an approval number by MPOETC if they meet the requirements established by the commission.
