MEMORANDUM

Subject: Age-Appropriate Curriculums on Child Abuse

For nearly two decades, Jenna Quinn has shared her story of surviving child sexual abuse and used it to promote the need for schools to adopt age-appropriate curriculums on child abuse.  In 2009, the Texas Legislature passed Jenna’s Law, which requires school districts to educate students, teachers, and parents on child abuse awareness and prevention.  Since then, over half of the states have enacted laws modeled after this legislation.

In addition, bipartisan efforts to pass a federal Jenna Quinn Law are being made in Congress by U.S. Representatives Michael McCaul (R-TX) and Susan Wild (D-PA), along with U.S. Senator John Cornyn (R-TX).

Under our state’s Public School Code of 1949, teachers and other school employees are required to receive training on child abuse recognition and reporting.  To bring Pennsylvania in line with other “Jenna’s Law” states, I will be introducing legislation to amend this statute to include similar training for students.

Please join me in this effort to ensure that students are provided with the necessary information to recognize the signs of child abuse and report such abuse.

Introduced as HB1724
