MEMORANDUM

Posted: May 11, 2023 03:48 PM
From: Representative Tim Briggs
To: All House members
Subject: Pennsylvania State Police Enlisted Compliment Adjustment

In the near future, I will be introducing legislation to address the Pennsylvania State Police (PSP) enlisted compliment.

The current compliment is capped at 4,740 troopers and has not been increased since 2001.

Over the past 22 years, PSP realized a significant increase in coverage area, has assumed responsibilities in at least 65 additional municipalities with a 38 percent increase in total incidents.

During that same period, PSP has absorbed 55 additional legislatively mandated activities that have strained resources and negatively impacted patrol functions.

As such, while PSP has been given significantly more responsibilities over the last two decades, there has not been a corresponding increase to the statutory cap for the enlisted compliment.

PSP continues to do more with less. If we fail to take the necessary steps needed to alleviate this imbalance, we run the risk that they will not be able to meet the future policing demands of the Commonwealth.

Please join me in supporting this legislation.
