Subject: James DeAngelo Marina Health and Safety Act
 
Tragically, 23-year-old James DeAngelo lost his life while swimming at a marina located along the Monongahela River in southwestern Pennsylvania. The tragedy of his death opened up the community's eyes to a gap in the safety requirements of those enjoying a day out on the water, enjoying the many recreation activities Pennsylvania's waterways have to offer. While we cannot anticipate every possible danger and emergency scenario, I do believe that we can take certain measures to mitigate the risks that do exist.
 
To that end, I will be introducing legislation requiring that marinas be equipped with at least one automated external defibrillator (AED) and a 911 telephone. Further, my bill will require each marina to provide instructions regarding the use of the marina and its facilities during staffed and nonstaffed hours, including the location and use of all safety equipment. These low-cost, common sense requirements could save many lives every year.
