Session of 2023 - 2024 Regular Session

MEMORANDUM

Posted: March 2, 2023 02:07 PM
From: Representative Martina A. White
To: All House members
Subject: EITC Expansion

In the coming days, I plan on introducing legislation that will increase the amount of tax credits available under the Educational Improvement Tax Credit (EITC) by $500 million (to $840 million), providing tens of thousands of additional Pennsylvania families the ability to send their child to a school that best fits their needs.

Originally enacted in 2001, the EITC program provides tax credits to business firms contributing to a Scholarship Organization or an Educational Improvement Organization. A Scholarship Organization is a non-profit entity that contributes at least 80% of its annual cash receipts to a program providing tuition scholarships to low-income families, so they can send their children to a non-public pre-K through 12 schools in the Commonwealth that accept these scholarships.

Expanding the EITC program has routinely achieved bipartisan support in previous legislative sessions.

Please join me in co-sponsoring this legislation to help strengthen educational opportunity, especially for students who would not otherwise be able to attend their desired school without access to these scholarship funds.
