House of Representatives
Session of 2023 - 2024 Regular Session

MEMORANDUM

Posted: February 17, 2023 10:04 AM
From: Representative Ryan Warner
To: All House members
Subject: Reorganizing the Pennsylvania State University Board of Trustees

In the near future, I plan to introduce legislation that would reform the composition of the Board of Trustees for the Pennsylvania State University to make its membership consistent with the other State-Related Universities.

Currently, Penn State is the only state-related university with no House or Senate representation on the Board of Trustees. Temple, Lincoln, and Pittsburgh each have twelve Commonwealth Trustees (4 appointed by the Governor, 4 appointed by the President Pro Tempore of the Senate and 4 appointed by the Speaker of the House) serving on their respective Boards.

Under my legislation, the Penn State Board of Trustees, as with the other State-Related Universities, would be composed of 34 voting members:

  • 4 members will be appointed by the governor, with advice and consent of two-thirds of all the members of the Senate;
  • 4 members will be appointed by the President Pro Tempore of the Senate;
  • 4 members will be appointed by the Speaker of the House; and
  • 22 members will be designated at-large trustees and will be elected in accordance with the University’s Charter.

Additionally, the Governor, the Secretary of Education, and the Secretary of Agriculture will serve as non-voting, ex officio members of the Board.

Please join me in cosponsoring this legislation.
