Session of 2023 - 2024 Regular Session

MEMORANDUM

Posted: February 17, 2023 09:50 AM
From: Representative Ryan Warner
To: All House members
Subject: Permitting fire departments, veterans’ associations and other non-profit organizations to collect payment and live-stream raffles and other small games of chance online

In the near future, I intend to reintroduce legislation to permit fire departments, veterans’ associations and other non-profit organizations with small games of chance (SGOC) licenses to collect payment and perform their games online.

Unlike the Pennsylvania Lottery and casinos, which have websites dedicated to electronic versions of their games, this bill will simply allow SGOC licensees to collect payment for their games via an online cash transfer app such as Paypal, Venmo, Cash App, etc. and to live-stream their games through a social networking app such as Facebook. In other words, a patron would be able to purchase a raffle ticket though Cash App and watch the event the online.

Events to raffle popular items have become important community fundraisers throughout Pennsylvania for many of these nonprofit organizations. This is one small effort where we can help those that do so much to help us.

Please consider joining me in this important effort.
