MEMORANDUM

Posted: February 8, 2023 10:20 AM
From: Representative Aerion Abney
To: All House members
Subject: Small Business Incubators (Former HB2839)

Local businesses are the engines driving our economy. Yet, starting a local business can be a daunting and overwhelming task, especially where costs are concerned. Entrepreneurship should be encouraged with a financial jumpstart to help small businesses get established.

My legislation will modernize and recapitalize the Small Business Incubators Act and program to provide up to $20 million in grants and loans for small businesses in Pennsylvania. These funds can be used to cover startup and overhead costs. Importantly, this bill will also protect workers and investments by requiring full-value repayment should a recipient leave the Commonwealth.

Everyone deserves to obtain their dream. Helping entrepreneurs establish their businesses in the Commonwealth is a win for everyone. Successful local businesses help grow our economy and create good jobs everywhere – jobs that pay real wages and offer real benefits and a chance to retire – so all Pennsylvanians can have a better future.

Supporting local businesses is always a priority, the needs of which have been heightened by the effects of the COVID-19 pandemic. I hope you will join me in supporting this legislation to support local businesses, strengthen our economy and create sustainable jobs.
