Subject: Rental Application Fee Cap
 
Excessive rental application fees can become an inadvertent obstacle to renters.  Housing is a basic right and Pennsylvanians should not be blocked or deterred from applying for an apartment just because of superfluous application fees.  Although these fees are necessary for background check expenses, the price of the fee is often higher than the cost of the background check.  Additionally, if someone needs to apply to multiple rental properties, the numerous fees become a serious financial burden.
 
To help resolve this issue, my legislation will impose a cap of $20 on rental application fees.  This would be a fair solution as it would make applications more affordable for renters and it would provide landlords with enough capital to perform necessary background checks.
 
Please consider co-sponsoring this bill and help provide Pennsylvania renters with easier access to the basic right of housing.
