Subject: Making our Public Employee Relations Act more worker friendly (former HB 2170)
 
Our middle class was built by unions - both in the private and public sector. Yet here in Pennsylvania public sector employees have less rights and more hurdles to jump through than in the federal system. This legislation takes a step forward to provide our employees with similar rights as their federal counterparts while also removing overly burdensome regulations that through design or practice tilt our system against unionization. 
 
Specifically, our bill (former HB 2170) would amend the Public Employee Relations Act (PERA) to: 
  1. Mirror NLRB election timeframes to ensure timely votes;
  2. Install deadlines for the processing of petitions and other hearings similar to the NLRB;
  3. Provide greater flexibility to the PLRB in approving bargaining units that make sense along community of interest lines;
  4. Expand bargaining rights to more workplace issues for more public sector employees;
  5. Treat more public sectors equally by increasing bargaining topics; and 
  6. Allows employees to make their own decisions regarding whether to cross a picket line.
The PLRB’s current timelines are simply out of date and these changes to the PERA will help make sure our public sector employees have more similar rights and protections as their federal counterparts.
